Transfer Policies
The below policies apply to all transfer postings.
Filing Information
Interested members meeting the minimum qualifications must, before the closing date and time, submit an online application for each transfer process. Applicants must notify their supervisor of their intent to compete in all transfer processes.
Applicants must provide complete, accurate, and detailed information on their online application, which will be the sole basis for the Office of Human Resources' determination on whether or not they meet the minimum qualifications for each transfer position and therefore, whether or not they will be permitted to continue in the transfer process. Additionally, your online application will be used as part of the evaluative process to determine your placement on the resulting transfer eligibility list.
Discipline and Performance Evaluations
Candidates whose Personnel files include major discipline within three years, based on the purge date, from the date of the first test instrument (or anticipated date of transfer, when there is no test instrument), will be automatically disqualified.
Candidates whose Personnel files include minor discipline or a disciplinary transfer within one year, based on the purge date, from the date of the first test instrument (or anticipated date of transfer, when there is no test instrument), will be automatically disqualified.
Personnel files for any candidates whose discipline is not automatically disqualifying above will be reviewed by the Division Commander of the division requesting the transfer Personnel Action Notice. The candidate will be removed from the process if the Division Commander determines the candidate is not currently suitable for the assignment based on recency, frequency, severity of the discipline, or the facts underlying the discipline being performance or conduct related.
Upon notification, candidates disqualified from a transfer process by a Division Commander for discipline may request to meet with the Division Commander within 15 days to discuss an explanation of the disqualification.
Candidates with a rating of "does not meet standards" on their most recent performance evaluation contained in the Personnel file will be automatically disqualified during the screening process before the first test instrument (or anticipated date of transfer, when there is no test instrument).
Candidates who are allowed to participate in the transfer process that includes an oral board will have the discipline removed from their Personnel files, and discipline will not be evaluated by the oral board raters.
Oral Board - Application Review
Oral board raters will be provided with the following immediately prior to the oral boards to assist them in evaluating your suitability for each transfer position:
- A hard copy of your online application and any other required application document(s), if applicable.
Late Policy
Any member submitting a late online application or other required document(s) will not be permitted to continue in the transfer selection process. Additionally, it is strongly recommended that candidates report for each scheduled event a minimum of 30 minutes early. Failure to report by the scheduled appointment time will result in removal from the transfer process.
Oral Board Dress Code
Candidates may choose to wear professional attire (suit) or their uniform, if applicable, during their Transfer Oral Board. If choosing to wear their uniform, this must be full uniform, including duty belt and firearm, in accordance with Department Police 8/500, "Appearance Standards."
Notifications
All transfer process notifications will be sent via email. Therefore, it is critical that each candidate includes a current email address which is able to receive email from info@governmentjobs.com and that they update their online user account if their email address changes. Further, it is each candidate's responsibility to ensure that they have received all notification emails, which will include the date and time of their transfer oral board and other steps in the process, if applicable. If a notification email has not been received 48 hours prior to the oral board or other exam, the candidate should contact the OHR representative listed under "Inquiries" in the Additional Information Section of the job posting. It is also the candidate's responsibility to check for supplements to this transfer posting.
Feedback
If you are interested in obtaining feedback in the form of redacted copies of your rating sheets, you may email your request to the appropriate OHR representative listed under "Inquiries" in the Additional Information Section within 30 days after completion of the last oral board for each transfer process. Be sure to include the position and PAN number in your email. Once the 30 days have expired, requests will no longer be accepted and your rating sheets will no longer be available. Due to the increase in the number of requests, please allow up to four weeks to receive your copies.
Oral Board Dates
Please note that if a transfer posting draws a large number of applicants, the oral board date indicated in the posting will become just the first day of oral boards and your actual scheduled interview may fall on a day later than what is indicated in the posting. It is important that all candidates take this possibility into account for all postings.
Scheduling Conflicts
If you have a Department-mandated activity such as training, scheduled during the testing schedule, it is your responsibility to contact the LEST listed in the posting prior to the closing date/time so that scheduling accommodations can be made. OHR cannot accommodate personal vacations or RDOs.
If a conflict or other event arises where you are no longer interested or available to participate on your scheduled transfer test date, you must e-mail the LEST as stated in the posting as early as possible, but in no event less than 48 hours before the test date stated in the posting, which is not necessarily your scheduled test date, to minimize disruptions to the scheduling process.
Withdrawals
If the intention to withdraw from a transfer process is indicated over the phone, it must still be followed by an e-mail confirmation as soon as possible. OHR cannot rely on a phone call to negate all the written work conveyed in an application.
Transfer Eligibility Lists
Transfer eligibility lists will be in effect for 1 year from the date of the last oral board.
Removal from Transfer Eligibility Lists
Pursuant to Department Policy 8.425, Personnel Transfers, once the eligibility list for a transfer process has been created, the Bureau/Area Commander has the authority to remove individuals from that list as a result of discipline received after the transfer process is complete and/or the determination that the employee is not currently suitable for assignment based on performance or conduct. For consistency, decisions of this nature will be coordinated with the Office of Labor Relations. The Bureau/Area Commander also has the authority, working in coordination with the Health Detail, to remove individuals from a transfer list if the individual cannot perform the essential functions of the position due to modified duty status.
Thank you for considering these promotional opportunities!
Note: The online job application will have multiple distinct sections. Failure to complete all of these sections will result in an incomplete application and will not be considered.
